The Louisiana Center for Children's Rights has a graph on its website that shows that in 2013, 96 percent of the juveniles who were arrested in Orleans Parish were black. If you think that's outrageous, then you should look at the statistic from 2014 when 97 percent of the juvenile arrests in Orleans Parish were of black children. But, wait, there's more.
