The Supreme Court’s delays in deciding Donald Trump’s immunity case are creating a crisis — a collision between a Justice Department tradition and the necessity of an informed electorate. SAN FRANCISCO — A divided U.S. appeals court late Friday refused to immediately allow the Trump administration to enforce a ban on asylum for any immigrants who illegally cross the U.S.-Mexico border.
