FEEL GOOD LEGISLATION MARK A SITY 12/31/02 The lead 12/29/02 Editorial by the Milwaukee J/S Editorial Staff was grossly miss-titled. It read "Tough drunken driving laws", while advocating anything but. What it advocated was feel good legislation that would only create more "drunk" drivers by lowering the blood alcohol level (BAL) needed to be considered "drunk". I can think of no case where an innocent person was killed as a result of a couple splitting a bottle of wine over dinner. However, under a .08 rule this couple will be just as guilty as a driver who can barely walk....

<p>AUGUSTA, Maine (AP) Heating oil prices in Maine have climbed to a statewide average of $1.32 a gallon amid strikes by Venezuelan oil workers and the looming threat of war with Iraq.</p>
<p>The average price as December drew to a close represents an increase of 11 cents since the beginning of the month and was 21 cents higher than in the same period last year, the Maine State Planning Office said.</p>

James G. Tom, of NYC Citizens Lobbying Against Smoker Harassment, has written all 51 lawmakers warning he'll call for a Republican boycott. The group fumes that the GOP is supposed to be the party of personal freedoms, lower taxes and less government: "The smoking ban goes against everything the Republicans are supposed to stand for," Tom said. The City Council on Wednesday overwhelmingly passed one of the country's toughest anti-smoking bills, outlawing smoking in virtually all workplaces, including bars, nightclubs and restaurants.
