BaghdadOn a cool December morning, Vice President Dick Cheney and U.S. ambassador to Iraq Zalmay Khalilzad waited for their distinguished guests on the sidewalk outside of the ambassador's residence in the heart of the fortified Green Zone in downtown Baghdad.
