<p>THE budget proposal that Assembly Speaker Herb Wesson put forward last week wasn't the most visionary document ever advanced in the Capitol.</p>
<p>But at least it tried to cover $5.9 billion of the state's budget gap. To offer it, the speaker had to cajole his Democratic colleagues into leaving their political comfort zone to propose cuts to health services, universities and local government.</p>
