The state Senate Republican leader wants to erect a monument to Democratic U.S. Sen. Zell Miller, who has been blasted by leaders of his national party but embraced by more conservative politicians. Sen. Bill Stephens (R-Canton), whose legislative district includes Miller's hometown of Young Harris, said he was prompted to pre-file the legislation Monday in response to the criticism about Georgia's senior senator.
