Bloomberg reports: Partners in Israel’s Leviathan field, the country’s largest natural gas reservoir, signed an export agreement with Natural Electric Power Co. of Jordan. Tel Aviv gas stocks rose. The partners, including Noble Energy Inc. and Delek Drilling-LP, will supply a gross 1.6 trillion cubic feet of natural gas from the Leviathan field over a 15-year period, Noble said in a statement. Gross contract revenue is estimated to be about $10 billion.

PUEBLO, Colo. - Black Hills executives heard another earful from its customers during a hearing on its proposed rate increase. "I'm mad as hell about these rate increases," said Frank Soudek. "Reasonably priced power. That's what we're asking for," said Lee Gladney. Black Hills wants to increase utility rates by 4 percent starting next year to make up for the construction cost of a wind farm in Huerfano County.

Washington (AFP) - The United States warned Russia Thursday not to use energy costs as an instrument of political coercion, after Moscow scrapped its last gas price discounts for Ukraine. Russian Prime Minister Dmitry Medvedev earlier announced the move, effectively raising the price by $100 to $485 for every 1,000 cubic meters of gas. Asked about the decision, White House spokesman Jay Carney warned "markets should determine energy prices." "A country should not use supply and pricing terms as tools of coercion to interfere in Ukraine or anywhere else," he said.

Morrison County Engineer and Public Works Director Steven Backowski said that, in 2007, the county used $300,000 in property tax revenue to cover maintenance costs on the county state-aid highway system (CSAH). Backowski said, "We never had to use property taxes for CSAH until last year." But Nouis said, "People who are finding a hard time paying for gas now will have an even harder time thanks to their DFL representatives. The DFL made a concerted effort to pass this tax increase and they should take all of the credit." The bill will phase in an increase of 8.5 cents...
