The emergency use authorization allows the drug companies to sell vaccines that would otherwise be banned. It is not a complete blank check, however. It contains, in fact, a lot of very specific guidance regarding the terms under which these vaccines can be sold. One of the key elements of that guidance concerns efficacy.
