Clinton's speeches: Criminal disclosure of classified information “Open and Notorious” is defined as—Known by the public, and at odds with the community’s accepted moral values. Wikileaks has released some transcripts from some of Hillary Clinton’s paid speeches to various business leaders that I believe qualify as “open and notorious” criminal acts. The linked transcript contains several highlighted segments which I believe might contain classified information/analysis.
