It comes down to a cultural difference.
A dog can be distinguished between a companion, a pet, a tool, or food.
Most people reading Noem’s story think in terms of companion/pet, and not in terms of a tool (which is clearly Noem’s perspective, and rather commonplace in the rural countryside).
As for those who think of dogs as food, you’d probably have to go to parts of Africa or Asia (especially China or Vietnam).
