1. How did you attempt to wipe the drive if you couldn’t boot up?
2. What kind of computer, desktop,laptop, tablet, and what is exact make & model?
3. Have you tried to boot to the recovery partition, format the C: drive & reinstall?

This is likely to be a software issue rather than failing hardware, but could be a wrong of corrupted device driver.
If you have recently installed or connected a device, usb flash drive, printer, HDMI cable, etc. - then remove those and all other add-on devices; then try to boot up the system.
Do you use Chrome browser?
