The Senator’s question was very misleading. The term “abortion” should really be 2 terms:

Spontaneous Abortion (which can be partial) - it’s the body’s response to a fetal death - unfortunately women can miscarry at any stage of a pregnancy. Technically in medical terms an Incomplete Abortion (ie miscarriage) is one where not all the products of conception are automatically dispelled by the body (fetus and or placenta). Usually the only way to treat this is through a D&C (not technically an abortion as the fetus has ALREADY DIED NATURALLY in the uterus)

Elective Abortion - is done to terminate a viable pregnancy (i.e. kill the fetus).

So the Senator purposefully used incomplete terminology to make it seem that women in States that ban Elective abortions would deny the poor women with a natural unfortunate Spontaneous Abortion (commonly referred to as a miscarriage) a life saving procedure.
