NEW YORK (AP) -- New England Patriots quarterback Tom Brady must serve a four-game "Deflategate" suspension imposed by the NFL, a federal appeals court ruled Monday, overturning a lower judge and siding with the league in a battle with the players union.

Kasich faces a critical primary on Tuesday in his home state of Ohio. Wisconsin's primary is three weeks later on April 5.

Apple has formally laid out its legal defense against a court order forcing it to help the FBI unlock the iPhone of one of the San Bernardino shooters.In a filing Thursday, Apple argued the court order violated its constitutional rights under the First and Fifth Amendments. A proposed $6.4 million settlement in the death of Freddie Gray would "resolve all civil claims related to the city of Baltimore, the Baltimore Police Department, individual Baltimore police officers, and any other persons or institutions who might be deemed responsible for the death of Mr. Gray," the city said in a news release Tuesday. The city's law department will submit the proposal to the city's Board of Estimates on Wednesday, the city said.

MADISON, Wis. - Democratic U.S. Rep. Gwen Moore says that Republican Gov. Scott Walker's policies are "tightening the noose, literally, around African Americans." Moore made the comment during a conference call Monday to discuss Walker's campaigning for president in South Carolina. Moore is black and represents Milwaukee in Congress. She said Walker's opposition to raising the minimum wage, requiring voters to show photo identification at the polls, and requiring drug testing for public aid recipients disproportionately hurts African Americans.
