Chief Justice John Roberts announced Thomas’ absence, saying that his colleague would still participate in the day’s cases, based on the briefs and transcripts of the arguments. REDDING, Calif. — A member of Shasta County's Election Commission has resigned saying the commission has failed to live up to its original intent and "caused a great deal of confusion and created additional mistrust in our community." Dawn Ducket posted to her Facebook page Tuesday that she planned to resign immediately and called for the commission to be disbanded. The commission has been a source of controversy for making recommendations to the Shasta County Board of Supervisors including switching to a hand count of all ballots.
