Spain appears to want a bit of a free ride on the NATO common defense because they are more concerned with their welfare state.

Thought that might have been what happened. I used to administer and chase fraud concerning welfare benefits of all types in my state. Medicaid is funded primarily by block grants from the feds to the states. Each state has a little leeway in how it is given out. In general you are correct but the money does go to pregnant women otherwise ineligible based on their immigration status. It also goes to pay for the delivery. States can and do use workarounds. Another big one is Medicaid providing payment for “treatment of an emergency medical condition” for those who have no eligible immigration status. Think of all the people who were deemed to be “refugees” and “parolees” by the Biden administration but weren’t really refugees or parolees. Refugee and parolee are eligible immigration classifications with 7-year limitations.
Basically, what we may think is not happening because it’s illegal can and does happen due to some sidestepping and working around.
Welfare isn’t allowed for new residents, to my knowledge

It is allowed for every child they have born in the US.
The benefit is prorated. An ineligible parent with six children would be given six sevenths of the amount an eligible parent with six children would. This is how it is for food stamps and for cash assistance.
