There is about a 3500 foot difference between the Mississippi River and Lake Powell. There is also those things called the Rocky Mountains which go as high as 14000 feet. Water doesn’t flow uphill naturally, it must be pumped, which requires electricity.
Went to Sams Club gas station yesterday. The attendant was removing I Did That stickers from every pump in the place. He said he has to do it at least once an hour or more.

If the paperwork required to reopen was shipped to Guam, it would definitely tip the island over. The consent decree alone will take weeks to approve. Then comes the protocols for verification and validation of every process and piece of equipment. Finally the endless testing, and all of it needs to be reviewed /approved by the FDA.
They are getting very close to losing two sources of power. Both Hoover dam (Lake Mead) and Page Dam (Lake Powell) are close to minimum levels for power generation.
