    I have two sisters that were adopted by my parents while they were living in Cambodia. While one of my sisters has completed the immigration process, my youngest sister is still in limbo. A year ago, the INS suspended visas for all adopted children originating from Cambodia in a misguided attempt to stop the trafficking of children.     Yesterday evening, Congressman Bob Filner, who was on his way to the El Centro INS Detention Facility to see a deportee, blew through the security checkpoint at the entrance to the INS and Border Patrol stations.     I just started my shift as acting supervisor. At 11 pm an hour after starting my shift our processing area is already filled to capacity with illegal aliens. We already have two smuggling cases that involved three smugglers/guides with a total of 30 smuggled aliens in three vehicles. The smugglers are being set up for prosecution (8 USC 1324).
