The head of a conservative advocacy group filed a civil rights complaint with the federal government against Montgomery County yesterday, accusing county officials of discriminating against the Boy Scouts by charging troops fees to use school buildings. Eugene Delgaudio, of the Virginia-based group Public Advocate, says that the charges are a flagrant violation of the federal education bill, which became law in January and prohibits school districts from denying access to the Boy Scouts.
