CIUDAD VICTORIA, Mexico — A powerful car bomb exploded outside the home of the top police official of the northern Mexico border state of Tamaulipas early Tuesday, killing two policemen and injuring four officers and three civilians. LAKELAND, FL | A few years ago, Randy Lippy was fishing at Saddle Creek Park when a man approached. Lippy, 65, of Lakeland, said the man asked if he wanted to pay for sex.
