Jeb should have said "Well Larry, you of all people should know how hard it is to kick a drug problem."

Here in Illinois I feel like I'm in about the only state with nothing to cheer for.. Well, maybe losing the govornership will be a stimulus to wake up the party here...

Morella loses. First marginal disappointment of the night. PA-6 is also very shakey (a possible Dem upset), but Gekas appears to probably pulling it out.

Actually it's fairly simple.

The 17th(?) ammendment just called for direct election of senators by the people. Within that broad stricture, the procedures are left up to the state.

The U.S. bought LA from France (as part of the "LA Purchase"). French law was established prior to the purchase (Napoleonic Code?) They kept what they had rather than change their system.
