Prior to 2000 the colors were flipped every cycle to avoid just that sort of thing. As part of their polarization and demonization efforts, the MSM froze colors at Dem blue, GOP red after Bush/Gore.
Republicans will shoot themselves in the foot in Virginia with this Federal DC workers need to return to the office full time silliness. They should be actively promoting telework and that position alone would get them thousands of additional government employee votes in a state like Virginia.

Every 4 years I watch the VA election returns. For hours the GOP is winning, and then it’s not after the returns from the DC area come in.
Not well advertised, but Virginia is one of the worst states for fraudulent voting.
Virginia turned from solid red in 2000 to permanent blue in 2008 because of illegal alien and green card non-citizen voting in Northern Virginia (Fairfax, Alexandria, Arlington) inthese democrat run counties.
When democrats took over total control of the state a few years later, they changed the laws to permanently keep Virginia democrat - no ID voting, same day registration, absentee ballot harvesting, blocking pollwatchers from observing, etc.
It is possible that Trump may carry Virginia this year because of Biden’s corruption and incompetence, but it is an uphill battle because like Philadelphia, Detroit, Atlanta, Northern Virginia democrats can flip the state at 3:00 AM like they have done the last decade.
Between a major layoff in DC agencies (Department of Education... I can dream) and the reduction of agency power via the recent Chevron SCOTUS decision reducing the leverage of lobbyists would fix a lot of that problem.
They MSM picked red for Republicans back with Bush II I think.
In every military training scenario back in the day “Red Team” was the enemy.

The vote fraud is very sophisticated now. Totally incorporated in the system. When you have governors, Ag’s, and even secretary of states all involved then you have the ability to do fraud at massive levels. In some states they could probably even flip an election by 25% or more.
