True...water will expand when freezing so lop off the extra to keep it at 1cubic foot ..and viola... frozen water at 1 cubic foot will weigh less than 1 cubic foot of water at liquid state...

CBS News: U.S. Earth is spinning faster than it used to. Clocks might have to skip a second to keep up.
