Almost from the start, Democrats and their media echo chamber have moved the goal posts on collusion. The original allegation – the political narrative that the Clinton campaign, through Obama administration alchemy, honed into a counterintelligence investigation – was that that the Trump campaign was complicit in Russia’s “cyberespionage” attacks on the 2016 election.
But there was no evidence that candidate Trump and his surrogates had anything to do with the Kremlin’s hacking and propaganda schemes. And no supporting logic. The Russians are very good at espionage. They neither needed nor wanted American help, their operations predated Trump’s entry into the campaign, and some of those operations were anti-Trump.

Everyone involved knew from day one that this entire thing was a hoax. All of them. All the players in the FBI, the senior levels of the CIA, the FISA judges, the senators and house reps, the ‘journalists’ of the msm, everyone.
Short answer. One week after the “investigation” began.

Since all of their sting operations failed (Papadopoulis, Page, Donald Jr), and they knew the dossier was a sham orchestrated by Hillary, MI6, CIA, Fusion GPS and others. So, they used the SC to try to squeeze everyone associated with the campaign, Trump's family, associates, banks, etc. Exactly as you wrote, it was a fishing expedition. In the end, they failed to find anything they could use, and either they were shut down by Barr, or they decided the SC was becoming a political liability. Of course, much damage was already done, particularly the 2018 election.
The bigger question is when did Mueller know the basis for the FISA warrant was a lie?
Mueller is far from being neutral. He allowed the collusion story to run just as long as he could so it could do maximum damage to Trump and his agenda.

The Warren Comission was also a big lie. Democrats do as they are told.Mueller decided he didn’t want to go down on the SS COMEY.
Muller had TWO letters of instruction to guide his investigation.
Two?
The first one directed him to explore any possible coordination between Trump, his campaign, and any of his associates and Russian nationals.
Later he received a second letter directing him to explore any possible interferences with his first investigation - “obstruction of justice”.
Why?
If Muller had found any coordination there was no need to expand his probe!
My answer to the question is one week prior to the date of the second letter of instruction from the DAG Muller’s entire team knew there was NO (repeat NO) coordination and to keep the political assault on the Republic alive he needed something else to investigate. That was how many months ago?

Best guess is that Mueller knew about the hoax all along. Knowing they couldn't do anything with the original accusation, they ran an "investigation" at an attempt for an obstruction charge, running it through the 2018 elections for maximum effect.
House Democrats will still likely try to pursue the obstruction nonsense. Bet they go as far as saying the President's critical Tweets are grounds.
Very similar to Satan-worshipping Hillary, who brutally attacked the credibility of a twelve-year-old gang rape victim and later laughed about it in a radio interview.
This is the cabal’s modus operandi—use their authority to investigate, attack, and destroy the victim of a crime rather than the perpetrators. Fortunately, President Trump was able to withstand their brutal attacks.
Time to put a permanent end to deep state.
Why?
To cripple Trump for the longest possible period.
