As the Fed law currently stands, only LEO grants can be legally withheld when cooperation is not forthcoming from local law enforcement authorities.
Fed law as it currently stands does not give the President authority to withhold a Federal disaster declaration due to stated policies regarding immigration.
So, yes, as the law currently stands, California can have it both ways.

It is POTUS’ prerogative to declare a disaster.
This won’t hurt the people in the affected areas, just the taxpayers who elected their morons.

Brown has a lot of nerve asking for federal help in light of the $25,000 of taxpayer money per month to Eric Holder’s firm to find ways to subvert legislation from the Trump administration that would affect CA but a sentence in this link implies that they want to make it work NATIONWIDE. There simply aren’t any consciences in progressive’s brains.....

I’m pretty sure that is a bad idea. We don’t want to confirm progressive complaints (sure to come) that Trump is a vindictive leader in addition to being a ____ (choose a progressive label). This is a separate issue from sanctuary cities, and there are plenty of real Americans in California who are patriots, have paid taxes and want freedom & liberty just as much as the rest of us.
The judges must rule all illegals are to go home. It's not “Trump.”
This has been happening for a huge number of decades; however, you may not be familiar with this under 0bama.
