As the Fed law currently stands, only LEO grants can be legally withheld when cooperation is not forthcoming from local law enforcement authorities.

Fed law as it currently stands does not give the President authority to withhold a Federal disaster declaration due to stated policies regarding immigration.

So, yes, as the law currently stands, California can have it both ways.

It is POTUS’ prerogative to declare a disaster.

This won’t hurt the people in the affected areas, just the taxpayers who elected their morons.
