By page 19 this report goes from discussing the need for a Special Police Force overseas to supplement interventions, to suddenly needing a force that can circumvent Posse Comitatus.
Posse Comitatus exists for a reason and any attempt to circumvent it, not matter how nicely packaged, is a step on the way to "Special" police becoming "Secret" police.
They call it :A STABILITY POLICE FORCE: This study asks several questions. First, is a Stability Police Force (SPF) necessary? An SPF is a high-end police force that engages in a range of tasks such as crowd and riot control, special weapons and tactics (SWAT), and investigations of organized criminal groups. In its ability to operate in stability operations, it is similar to such European forces as the Italian Carabinieri and French Gendarmerie. Its focus on highend tasks makes it fundamentally different from UN or other civilian police, who deal with more routine law and order functions. It is also different from most military forces, which are generally not trained and experienced to conduct policing tasks in a civilian environment. Second, if an SPF is necessary, what should it look like? This includes considering such issues as: its objectives, tasks, and size; its speed of deployment; its institutional capabilities; where it should be headquartered in the U.S. government and how it should be staffed (standing force, reserve force, and hybrid force); and its cost.
Yes, it would START on their terms. We cannot afford a Fort Sumter to undermine our moral legitimacy. However, how it would end might well be surprising to some. Especially if the fight is taken to the “leadership,” and not just the government cannon fodder. And they’d have their own William Jefferson Clinton to thank for it, as HE OK’d going after political leaders AND the media/propaganda arms that support them! Think Bosnia, et cetera.

What happens to the whole edifice if the clerical infrastructure is convinced that finding a new line of work was in their best interest? What happens to FedGov if all low-level federal employees are persuaded to quit?
Yep. They’d quit before we got too far. Odds are they already have overseas locations to bug out to.

Water:
Buy one of these for each family member. Then you can get pure water from any source no matter how dirty. Also, start filling milk cartons with water and putting them in the freezer.
Heat:

Protection:
AR10 Rifle for each family member with as much ammo as you can get. Give everyone a knife and tell them to go for the eyes or neck as a last resort.
Communication:
Get a ham radio. If you don’t know about it, join your local ham radio club (there is one in your town, just search for it on the web) and they will teach you. Get a battery setup to power it. Listen for the resistance, don’t transmit, don’t fall for liars. If the radio goes silent, run.
Running:
Be prepared to run. Have full camping gear and tools as well as a destination in mind in the wilderness. You must be able to carry this gear on your back and walk to this destination. Use a compass, not GPS.
Safe Room:
Build a room in your house with a concealed door. Keep your radio, weapons, and gear in there and retreat there if there’s no other choice.

That number is extremely low. I know guys that have over 100,000 rounds. It is not uncommon for preppers to have over 10,000. I would estimate over 100 billion rounds has been accumulated over the past 10 years, and that doesn’t include all those rounds accumulated over the past 40 years. The idea of the fall of America is not new.
I hope they try it. Dying for my country would be the coolest thing I’ve every done.
