Taliban To Continue Suicide Attacks On U.S. And NATO Troops
According to a report in the Urdu-language newspaper Roznama Mashriq, the Taliban in Afghanistan have rejected any offer of talks with the Afghan government.
Zabeehullah Mujahid, a spokesman for the Taliban in Afghanistan, said the Taliban will not be part of any talks that are not in the interests of Afghanistan and other Islamic nations. He said the Taliban will continue the war until the U.S. and NATO troops leave Afghanistan.
The Taliban spokesman said that more suicide attacks against the U.S. and NATO troops in Afghanistan will be carried out. He said that thousands of suicide bombers, including a significant number of women, have joined the ranks of the Taliban.

Gulf of Aden
Masters using the Maritime Security Patrol Area (MSPA) while transiting the Gulf of Aden are not relieved of their obligation and should continue to maintain a strict 24 hour look out using all available means to get an early warning of an approaching threat. Early indication of a piratical incident will enable the master to contact the Coalition Navies, the IMB Piracy Reporting Centre and respond appropriately to prevent boarding.
Nigeria
Violent attacks carried out by pirates on board vessels at anchor and vessel carrying out STS operations. Mariners are advised to exercise extreme caution in these waters.
Chittagong anchorage, Bangladesh
The number of attacks has reduced since 2006. However, the area is still listed as a high risk area and mariners are advised to be cautious especially while approaching the anchorage and while at anchor at Chittagong

Pirates armed with guns in a wooden boat approached a chemical tanker underway. Ship increased speed, the boat kept following for two hours before aborting. Master informed authorities.
10.10.2008: 1330 UTC: Posn: 13:06.1N – 047:13.43E, Off Somalia.
Pirates attacked and hijacked a chemical tanker underway. Further details awaited.
09.10.2008: 1330 LT: Posn: 02:07S - 043:09E, Off Somalia.
Pirates in a speedboat attempted to board a general cargo ship underway. Master took anti-piracy measures and the pirates aborted the attempted attack.
08.10.2008: Posn: 01:18.9N - 104:15.0E, 2.7 nm south of Teluk Ramunia, Johor, Malaysia.
Robbers boarded a container ship at anchor. They stole engine spares and escaped unnoticed.
04.10.2008: 0050 LT: Posn: 01:12.3N – 103:54.2E, Singapore Straits.
Four pirates armed with long knives boarded a general cargo ship underway while one pirate remained standby in the wooden boat. They gained access to the bridge, tied the hands of one AB to the steering wheel and threatened the second AB to take them to the masters’ cabin. They then damaged the ships’ internal and external communication equipment. Pirates stole ship’s cash and crew properties and escaped. No injuries to crew.
02.10.2008:0745 LT: Posn: 13:07.40N – 048:45.80E: Gulf of Aden.
While underway, a suspected pirate mother vessel approached a vehicle carrier. When the range was approximately 3 miles, the mother vessel launched a speedboat. As the speedboat approached, ship’s crew noticed two pirates armed with guns and then noticed another three coming out of hiding with a portable ladder. Vessel took anti piracy measures and evasive manoeuvres. Boarding was averted.

Statement by the President on the Occasion of Signing H.R. 7081
White House News
I am pleased today to sign into law the United States-India Nuclear Cooperation Approval and Nonproliferation Enhancement Act, which approves the U.S.-India 123 Agreement. The passage of this legislation by the Congress marks another major milestone in achieving the vision that Prime Minister Singh and I set forth on July 18, 2005, to transform the relationship between our two countries and to establish a strategic partnership. This Act will strengthen the relationship between the United States and India and deliver valuable benefits to both nations.
The legislation does not change the terms of the 123 Agreement as I submitted it to the Congress. That Agreement is consistent with the Atomic Energy Act and other elements of U.S. law. This legislation is important as it enables me to bring the 123 Agreement into force and to accept on behalf of the United States the obligations contained in the Agreement.
The Agreement grants India advance consent to reprocessing which will be brought into effect upon conclusion of arrangements and procedures for a dedicated reprocessing facility under IAEA safeguards.
In addition, the legislation does not change the fuel assurance commitments that the U.S. Government has made to the Government of India, as recorded in the 123 Agreement.
The passage of this legislation reflects the common view of my Administration and the Congress as to the value of nuclear cooperation and is in the interest of the United States and India.

FOURTEEN AREA PEOPLE INDICTED ON FEDERAL RACKETEERING CHARGES INVOLVING CONSPIRACY TO TRANSFER CASH AND CHECKS TO THE PALESTINIAN TERRITORIES
St. Louis, MO: Fourteen members of a criminal enterprise operating out of five St. Louis-area convenience stores have been indicted on federal racketeering and multiple related charges, United States Attorney Catherine L. Hanaway and John Gillies, Special Agent in Charge, FBI-St. Louis, announced today.
As far back as 2000, the conspiracy has involved bank fraud, receipt of stolen property, conducting an unlicensed money transmitting business, purchasing contraband cigarettes for resale, evading reporting requirement on exporting monetary instruments, wire fraud and transporting monetary instruments and funds to avoid reporting requirements.
“The indictment alleges that after generating money through these illegal activities, the members of this organization utilized couriers, who traveled from the United States to the Palestinian territories carrying cash, jewelry, cashier’s checks and endorsed and unendorsed personal and business account checks,” said Hanaway.
“This case illustrates the importance of law enforcement partnerships, intelligence sharing and cooperation we see every day in St. Louis through the work of our task forces. As a result of today’s law enforcement actions, the activities of criminal elements in our community have been disrupted,” added Gillies.
According to the indictment, the Hamed Organization is a criminal enterprise that operates primarily in the City of St. Louis and St. Louis County. Members and associates of the enterprise, many who are related to each other, raise and collect money through legal and illegal means for themselves and to transfer money to entities in the Palestinian territories.
The enterprise owns and operates convenience stores that they utilize to receive and sell stolen goods, such as infant formula, computers, Global Positioning System devices and cigarettes. The enterprise allegedly buys the stolen property at rates significantly below fair market retail value and sells the items through the convenience stores at a large profit.
Additionally, as alleged in the indictment, the enterprise transferred real estate and businesses amongst its members as a means to generate cash from fraudulently obtained bank loans. They obtained the bank loans by falsifying citizenship status, total assets, misrepresentations of debt and asset ownership.
They operated out of the following area convenience stores:

Ferguson Market, 9101 West Florissant Avenue, Ferguson

Report: Iranian Air Force hold a military drill
