Explosions heard near U.S. naval base in Japan: police

TOKYO (Reuters) - No injuries had been reported after two explosions were heard late on Friday near a U.S. naval base where a nuclear-powered aircraft carrier will soon dock south of Tokyo, Japanese police said on Saturday.
Police said investigations were underway and that rocket fragments had been found near the controversial naval base at Yokosuka, but few other details were available.
Residents had reported that the roof of one nearby home had been damaged by the blasts, police said.
The blasts occurred about two weeks before the nuclear-powered aircraft carrier USS George Washington is scheduled to arrive at the port city of Yokosuka on September 25.

U.S. Embassy Kyiv released the following Warden Message on September 12:
The Ukrainian Neo-Nazi organization Patriot of Ukraine and other associated groups will conduct a demonstration at 2:30 p.m. on Saturday, September 13, 2008. The participants will assemble near the Shevchenko monument in Chernigiv.
Neo-Nazi groups such as Patriot of Ukraine are alleged to have ties to other Ukrainian extremist and ultra-nationalist groups. All of these groups are often associated with skinhead groups and/or individuals involved in hate crimes against ethnic and religious minorities.
Spontaneous demonstrations take place in Ukraine from time to time in response to world events or local developments. We remind American citizens that even demonstrations intended to be peaceful can turn confrontational and possible escalate into violence. American citizens are therefore urged to avoid the areas of demonstrations if possible, and to exercise caution if within the vicinity of any demonstrations. American citizens should stay current with media coverage of local events and be aware of their surroundings at all times.
For the latest security information, Americans living and traveling abroad should regularly monitor the Departments Bureau of Consular Affairs web site, where the current Worldwide Cautions, Travel Alerts, and Travel Warnings can be found. Up-to-date information on security can also be obtained by calling 1-888-407-4747 toll free in the U.S., or, for callers outside the U.S. and Canada, a regular toll line at 1-202-501-4444. These numbers are available from 8:00 a.m. to 8:00 p.m. Eastern Time, Monday through Friday (except U.S. federal holidays).
In the event further information is obtained regarding this or any other security or safety situation in Ukraine, the Embassy will provide updates via this same channel and on the Embassys web page. American citizens who need to contact the Embassy may do so during working hours by calling American Citizens Services unit at (38-044) 490-4445 or the main Embassy telephone number at (38-044) 490-4000. This Travel Warning is being issued to alert U.S. citizens to the unstable social and security situation in Bolivia. The Department of State has authorized the departure of non-emergency personnel and all family members of U.S. Embassy personnel in Bolivia and suggests all U.S. citizens defer non-essential travel to Bolivia. U.S. citizens currently in Bolivia should remain vigilant, monitor local media, review their security posture on a regular basis, and consider departing if the situation allows. Travelers in vehicles should not attempt to pass through or around roadblocks, even if they appear unattended. U.S. citizens who encounter a demonstration should try to depart the area as quickly as possible.
Over the course of the past weeks, opposition to the Central governments policies by five of the nine departments (Santa Cruz, Beni, Pando, Chuquisaca and Tarija) has turned increasingly violent. Hunger strikes, marches and road blocks that were initially peaceful have become violent as pro-government and opposition forces attempt to consolidate or impede control of government buildings and strategic facilities, such as the gas and oil pipelines. To date, more than a dozen persons have died and over 100 persons have been seriously injured. Police and military police have lost control of the situation in some areas and cities of those departments, and the road blocks and other measures taken by the opposition are making gas, diesel and other essential items unavailable. No one can, with any degree of confidence, predict what may happen in the near future.
The U.S. Embassy in La Paz continues to review its security posture and may, from time to time, close for routine services. U.S. consular personnel remain available to provide emergency information and services to U.S. citizens. U.S. citizens in need of Embassy assistance should call the Embassys Consular Section at (591) 2-216-8297 during working hours or 216-8500 after hours or on weekends.
American citizens should monitor the U.S. Embassy web site, http://bolivia.usembassy.gov, and stay in contact with family and friends in the United States. Family members and friends unable to verify the safety and welfare of U.S. citizens in the affected area should call 1-888-407-4747 toll-free in the United States and Canada, or from other areas via a regular toll line at 1-202-501-4444. Americans residing or traveling in Bolivia are encouraged to register and update their contact information at the U.S. Embassy in La Paz and/or the U.S. consular agencies in Cochabamba and Santa Cruz, Bolivia.
