WASHINGTON, July 16, 2008 Insurgent attacks in Afghanistan yesterday resulted in coalition forces killing several insurgents as well as eight civilian bystanders.
In Bakwa, Farah province, eight innocent bystanders were killed and two others were wounded when a coalition aircraft dropped a precision bomb on insurgents attacking a coalition convoy, military officials said.
The convoy was conducting a routine patrol when insurgents attacked using machine-gun and artillery fire. Coalition forces called for aerial fire support against the insurgents, who were concealed within houses lined along the nearby street, officials said.
The incident is under investigation, military officials said.
Afghan national security forces and coalition troops killed an undetermined number of militants yesterday during operations in Kandahar provinces Shah Wali district.
The combined force was conducting a patrol when militants engaged them with small-arms fire and mortars from multiple directions. The coalition troops returned fire, forcing the militants into fortified positions where they were killed by precision air strikes, officials said.

Coalition, Iraqi Forces Detain 18, Find Weapons

WASHINGTON, July 16, 2008 Coalition forces detained 18 suspected terrorists and discovered weapons caches during recent operations in Iraq, military officials said.
Coalition forces captured 16 suspected terrorists in separate operations today in Baghdad and Mosul.
An alleged car-bombing cell leader, three suspected subordinate leaders and five suspected cell members were detained during operations in Baghdad.
The individuals reportedly manufacture and distribute car bombs while staging attacks on local security forces. Coalition forces believe the suspects were in the process of planning an imminent attack on U.S. and Iraq forces in the area, officials said.
Intelligence gathered from a June 12 operation resulted in coalition forces detaining seven suspected al-Qaida operatives in Mosul. The individuals are believed to be associates of al-Qaida senior leadership in Iraq.
One suspect was injured during an attempt to flee the area after ignoring warning shots by the troops. The individual was treated on site by coalition medics and transported to a nearby military medical facility, officials said.
In operations yesterday:
— In Baghdads Sadr City district, Iraqi soldiers found eight drums of automatic machine gun rounds, seven rocket-propelled grenades with two launchers, two AK-47 assault rifles with rounds, a radio with charger and explosive initiation wire with 14 initiation devices.
— In Baghdads Mansour district, a man found a mortar round with fuses while digging in his garden. He reported and turned in the round to local police, officials said.
— U.S. soldiers from the 25th Infantry Divisions 2nd Stryker Brigade Combat Team discovered 500 feet of detonation cord and four artillery rounds in western Baghdad.
Operations June 14 in Baghdads Jahida district led U.S. soldiers from 10th Mountain Divisions 4th Brigade Combat Team detained two suspected Iranian-backed special groups members. During the operations, the troops found several assault rifles, a pistol and various bomb-making materials.

Justice Department Moves to Revoke U.S. Citizenship of Former Member of Nazi Killing Unit
WASHINGTON The Department of Justice has requested that a federal court in Seattle revoke the U.S. citizenship of a Bellevue, Wash., resident based on evidence of his role in a Nazi unit that participated in the mass murder of more than 17,000 Serbian civilians during World War II, Acting Assistant Attorney General for the Criminal Division Matthew Friedrich and U.S. Attorney Jeffrey C. Sullivan for the Western District of Washington announced today. Most of the victims of this mass murder were Jewish men, women and children.
A complaint filed today in the U.S. District Court for the Western District of Washington alleges that Peter Egner, 86, who was born in Yugoslavia, joined the Nazi-controlled Security Police and Security Service in German-occupied Belgrade, Serbia, in April 1941 and served through September 1943. The complaint alleges that during the first nine months of Egners service in this organization, it operated as an Einsatzgruppe, a Nazi mobile killing unit. Captured Nazi documents reflect that in the fall of 1941, Egners unit participated in executing 11,164 individuals, most of them Serbian Jewish men, as well as some communists, suspected communists, and Roma and Sinti (Gypsies). In early 1942, the Security Police and Security Service Belgrade carried out the murder of 6,280 Serbian Jewish women and children. Prior to their deaths, these victims were confined in a concentration camp at Semlin, outside of Belgrade. In a process that continued daily for a period of approximately two months, the women and children were taken from the camp and forced into a specially equipped van where they were asphyxiated with carbon monoxide gas while being transported to Avala, an execution and mass burial site near Belgrade.
The complaint alleges that Egner has admitted volunteering to serve in the Security Police and Security Service and guarding prisoners as they were being transferred by that organization to Avala and to the Semlin concentration camp. Egner also admitted serving as an interpreter during interrogations of political prisoners. Interrogations conducted by the Security Police and Security Service Belgrade sometimes involved severe torture, and prisoners were often executed once their interrogations were completed.
“The Nazi unit in which Peter Egner is alleged to have participated was responsible for countless deaths and unimaginable human suffering,” said Acting Assistant Attorney General Matthew Friedrich. “By bringing this action today, we again declare our unwavering commitment to the principle that participants in Nazi crimes should not be afforded the rights and privileges of U.S. citizenship.”
Egner entered the United States in 1960 and became a U.S. citizen in 1966. The complaint asserts that his citizenship should be revoked because both his Nazi service and his concealment of that service in applying for citizenship rendered him ineligible for citizenship.
“The government alleges that Peter Egner served in a notorious Nazi unit that murdered thousands of Serbian Jews and other unarmed civilians,” said Office of Special Investigations (OSI) Director Eli M. Rosenbaum. “No one who participated, as we allege the defendant did, in the diabolical Nazi program of persecution is entitled to retain U.S. citizenship.”
“Allowing someone who participated in Nazi-sponsored crimes to continue possessing U.S. citizenship would be an affront to our countrys values and to the memory of the millions of innocent people murdered by the Nazi regime,” said U.S. Attorney Jeffrey C. Sullivan.
The proceedings initiated today are a result of OSIs ongoing efforts to identify, investigate and take legal action against former participants in Nazi persecution who reside in the United States. Since OSI began operations in 1979, it has won cases against 107 participants in Nazi persecution. In addition, more than 180 individuals have been barred from entering the country in recent years as a result of OSIs “Watchlist” program, which is enforced in cooperation with the Department of Homeland Security.
The complaint contains only allegations and it is the governments burden to prove the allegations by clear, unequivocal and convincing evidence.

The decision recognizes the Presidents authority to capture and detain al Qaeda agents who, like the 9-11 hijackers, come to this country to commit or facilitate war-like acts against American civilians. That authority is backed by the support of Congress and is a vital tool in protecting the nation against further terrorist attacks.
“Mr. al-Marri trained with al Qaeda forces in Afghanistan, had direct contact with the mastermind of the 9-11 attacks, volunteered to undertake a martyr mission on behalf of al Qaeda, received funding from a key 9-11 financier, and was dispatched by al Qaeda leaders to the United States on the eve of 9-11 to commit or facilitate war-like acts.
“The decision also concludes that Mr. al-Marri should be afforded an additional opportunity to challenge the factual basis for his detention while he remains in military custody. While the Department believes that the district court properly concluded that Mr. al-Marri had already received all the process he was due, the government is studying the courts decision and will respond to Mr. al-Marris contentions on remand.”

Treasury Targets Al Qaida-Affiliated Terror Group in Algeria
Washington, DC—The U.S. Department of the Treasury today designated four leaders of al Qaida in the Lands of the Islamic Maghreb (AQIM), a terrorist organization that has carried out numerous attacks in Algeria. On July 3, 2008, these four individuals were added to the United Nations Consolidated List of individuals and entities associated with Usama Bin Laden, al Qaida, and the Taliban.
“Algeria has shown remarkable courage in the face of horrifying terrorist attacks against its people,” said Adam J. Szubin, Director of the Office of Foreign Assets Control (OFAC). “The four terrorists that we have targeted today are among the most culpable for this violence, as leaders of al Qaida in the Lands of the Islamic Maghreb. We are proud to support the efforts of Algeria and the world community to combat this deadly threat and we will continue to do so.”
AQIM carried out three attacks east of Algiers in early June 2008, including a bombing near a train station that killed a French national. In February 2008, AQIM kidnapped two Austrian tourists in Tunisia and has issued demands to the Austrian government for their release. In April 2007, AQIM bombed both the Algerian prime minister’s office and police facilities in Algiers. AQIM conducted dual bombings in December 2007 of two United Nations offices and the headquarters of Algeria’s Constitutional Council.
AQIM, which was formerly known as the Salafist Group for Preaching and Combat (GSPC), merged with al Qaida in September 2006. GSPC was one of the sixteen entities originally named a Specially Designated Global Terrorist (SDGT) pursuant to E.O. 13224 on September 24, 2001. GSPC was added to the U.N. list on October 6, 2001. AQIM was designated pursuant to E.O. 13224 on February 21, 2008 and was added to the U.N. list on April 26, 2007.

Hammadou is the deputy leader of AQIM’s Tarek Ibn Zaid battalion and is based in northern Mali.
Hammadou was involved in kidnapping the Austrian tourists for AQIM in February 2008.
In 2003, Hammadou participated in the kidnapping of 32 foreign tourists in Algeria by the GSPC, AQIM’s predecessor organization. Hammadou was appointed by regional AQIM leader al-Para to lead the Tarek Ibn Zaid battalion, which carried out the kidnapping (El Para, AKA Saifi Ammari, was named an SDGT on December 5, 2003). Hammadou and other members of the battalion received part of the ransom paid to liberate the tourists and allegedly used the funds to purchase weapons.
In June 2005, Hammadou led a unit of AQIM operatives in an attack on a Mauritanian military outpost that killed fifteen soldiers and wounded at least another fifteen.
Hammadou established a camp for AQIM recruits in northern Mali that included training in combat techniques, making and defusing bombs, and guerilla tactics.

Notice: Continuation Of The National Emergency With Respect To The Former Liberian Regime Of Charles Taylor

On July 22, 2004, by Executive Order 13348, I declared a national emergency and ordered related measures, including the blocking of the property of certain persons connected to the former Liberian regime of Charles Taylor, pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701-1706). I took this action to deal with the unusual and extraordinary threat to the foreign policy of the United States constituted by the actions and policies of former Liberian President Charles Taylor and other persons, in particular their unlawful depletion of Liberian resources and their removal from Liberia and secreting of Liberian funds and property, which have undermined Liberia’s transition to democracy and the orderly development of its political, administrative, and economic institutions and resources. I further noted that the Comprehensive Peace Agreement signed on August 18, 2003, and the related cease-fire had not yet been universally implemented throughout Liberia, and that the illicit trade in round logs and timber products was linked to the proliferation of and trafficking in illegal arms, which perpetuated the Liberian conflict and fueled and exacerbated other conflicts throughout West Africa.
The actions and policies of Charles Taylor and others have left a legacy of destruction that continues to undermine Liberia’s transformation and recovery. Because the actions and policies of these persons continue to pose an unusual and extraordinary threat to the foreign policy of the United States, the national emergency declared on July 22, 2004, and the measures adopted on that date to deal with that emergency, must continue in effect beyond July 22, 2008. Therefore, in accordance with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing for 1 year the national emergency declared in Executive Order 13348.
This notice shall be published in the Federal Register and transmitted to the Congress.
