Treasury Designates Gulf-Based al Qaida Financiers
Washington - The U.S. Department of the Treasury today designated three individuals for providing financial and material support to al Qaida.
“These three dangerous individuals must be stopped from further facilitating terrorism,” said Stuart Levey, Under Secretary for Terrorism and Financial Intelligence. “The global community should act swiftly to prohibit them from using the financial system and from traveling internationally.”
Khalifa Muhammad Turki al-Subaiy and ‘Abd al-Rahman Muhammad Jaffar ‘Ali were convicted by the Bahraini High Criminal Court in January 2008 for financing terrorism, undergoing terrorist training, facilitating the travel of others abroad to receive terrorist training, and for membership in a terrorist organization. Adil Muhammad Mahmud Abd al-Khaliq was arrested in the United Arab Emirates (UAE) in January 2007 on charges of being a member of the terrorist groups al Qaida and the Libyan Islamic Fighting Group (LIFG).
These individuals were designated under Executive Order 13224, which targets terrorists and those providing financial, technological, or material support to terrorists or acts of terrorism. Any assets these designees have under U.S. jurisdiction are frozen and U.S. persons are prohibited from engaging in any transactions with the designees.

For several years, Adil Muhammad Mahmud Abd al-Khaliq has acted for or on behalf of al Qaida senior leaders and has provided financial, material, and logistical support to al Qaida and the Libyan Islamic Fighting Group (LIFG). In 2004, Abd al-Khaliq was recruited by al Qaida to access sources of funding and to procure reliable equipment to expand al Qaida operations in Afghanistan ultimately to carry out larger attacks there. Abd al-Khaliq also traveled to Waziristan, Pakistan, for terrorist training and to take part in “jihad” in Afghanistan against Coalition forces. His training included instruction in the use of AK-47 assault rifles and explosives. Abd al-Khaliq resided in al Qaida, Taliban, and LIFG safehouses during his training period.
Between 2004 and 2007, Abd al-Khaliq traveled to Iran five times on behalf of al Qaida and the LIFG for his facilitation duties. During each of these trips, he met with senior al Qaida facilitators. During this same timeframe, Abd al-Khaliq provided material support to al Qaida and the LIFG by equipping them with electrical parts used in explosives, laptop computers, jackets, GPS devices, and other equipment. Additionally, Abd al-Khaliq arranged the transportation of fighters, money, and material to LIFG camps in Pakistan.
In January 2007, Abd al-Khaliq was arrested in the United Arab Emirates (UAE) on charges of being a member of the terrorist groups al Qaida and the LIFG. Following his conviction in the UAE in late 2007, Abd al-Khaliq was transferred in early 2008 to Bahraini custody to serve out the remainder of his sentence.

Police Trainers Focus on Afghan People, Not Taliban, Official Says

WASHINGTON, June 6, 2008 The Marine battalion tasked with training Afghan police members focuses more on helping Afghan people prosper than on defeating the Taliban, a military official involved in the training effort said today.
The mission of the 1st Marine Divisions 2nd Battalion, 7th Marine Regiment, is to train and mentor the Afghan National Police, which they consider the center of gravity, Marine Corps Lt. Col. Richard D. Hall, the battalions commander, said in a conference call with veterans service organization representatives.
[The police trainers] are not so much just wanting to go out there and get rid of Taliban, but they want to improve the peoples lives, just like anyone would their own communities, Hall said. Thats the way the Marines are looking at it: How can I make their lives better?
The battalion is stretched across some 250 miles of Afghan turf and currently is focused on bolstering eight districts, Hall said. He added that new recruits in these areas are quick to learn lessons bestowed by their trainers. In addition to the Marines, personnel from DynCorp International, a private U.S. military contractor, are providing the training.
The National Guard also contributes police trainers. Many Guardsmen serve in civilian life as members of law enforcement, the Federal Bureau of Investigation, or the Drug Enforcement Agency.
The colonel said the national police represent Afghanistans national government, extended to the local and district levels. This force often is local citizens first taste of government, he said.
The goal of these trainers, Hall said, is to convert four-man fire teams tasked with maintaining rule of law into 40-man constituencies, with the local populace playing a major role in the effort.
Our aim is to teach them how to do things on their own, Hall said. So by doing our best to turn over everything to them and teach them how to do things on their own, [we] try to set the conditions where they dont even want us here any more.
Hall said much of the training is focused on making the force more credible and more respected by local Afghans. The ultimate mission is to establish security, which often engenders prosperity. Likewise, prosperity can help solidify security gains, he added.
In addition to building security in the area, the battalion works alongside civil affairs personnel who are helping establish infrastructure.
[Civil affairs teams] focus primarily on working with provincial and district leaders to plan and execute and put forth the projects that the people need, he said. That may include wells, building schools, training doctors, and those types of things.
Hall said Afghan National Police members have been surprisingly cooperative in working alongside U.S. Marines. He attributes this close camaraderie to a common bond: They are both pragmatic, warrior-like cultures. I think theyve already got this natural affinity towards our personalities, Hall said of the Afghan trainees.
Were really motivated about our mission over there, he continued. I think that were not only well-trained to do this mission, but even for the opening few weeks that weve been executing our mission, weve already achieved successes that went a little bit beyond our expectation.
Hall said the early and clear success of Afghan forces is encouraging for the Marine trainers.
When you can see the results appear right before your very eyes in a very short period of time, you get that tangible result from your action and the immediate impact where you can visibly, physically see lives improve right before you, he said. And that is really motivating.

Suspects Killed, Several Detained in Afghanistan

WASHINGTON, June 6, 2008 Several suspects were killed and five were detained during June 3 operations in Afghanistan, military officials reported today.
More than a dozen militants were killed when they unsuccessfully attacked a coalition base in Uruzgan province.
Militants used mortars and small-arms fire to attack Afghan national security forces at the base until additional Afghan and coalition forces arrived, officials said. The militants then fled to nearby villages, where the combined forces saw them attempting to use villagers as shields against attacks.
The combined forces killed several militants in Caharsyab and Nowrak villages, and no villagers were harmed, officials said.
Several hours later, the combined forces came under rocket-propelled-grenade, mortar and small-arms fire near the base. The combined forces responded with small-arms fire and precision air strikes, killing more than a dozen insurgents.
No civilian casualties were reported, and no Afghan or coalition forces were injured or killed.
In other operations, several militants were killed and five were detained during an Afghan and coalition operation to disrupt anti-government operations in Helmand province.
The combined forces searched compounds in the provinces Kajaki district, targeting a Taliban leader associated with the murder of Afghan government officials.
The combined forces identified a militant waiting in an ambush position with a rocket-propelled grenade and several other militants consolidating for an attack. Coalition forces responded with air strikes, killing the militants.
The combined forces discovered multiple AK-47 assault rifles, ammunition vests, ammunition, grenades and a large cache of narcotics, all of which were destroyed.

Coalition Forces in Iraq Kill Four, Detain Dozens

WASHINGTON, June 6, 2008 Coalition forces killed four enemy fighters and detained dozens of suspected terrorists in recent operations, military officials said.
The leader of an Iranian-backed special group surrendered to coalition forces today in Hayy, about 190 miles southeast of Baghdad.
Acting on intelligence information, coalition forces raided the presumed residence of the special group leader, whos suspected of directing and ordering attacks against coalition forces in Wasit province, as well as attacks and kidnappings against civil authorities there. The man also is suspected of smuggling Iranian weapons — specifically, Katyusha rockets — into Baghdad.
In a separate operation in Hayy today, coalition forces raided the residence of another wanted special groups operative. The suspect attempted to flee, but coalition forces were able to track him, and he eventually surrendered.
In other news from Iraq, coalition forces captured 10 wanted men and 22 other suspects involved in al-Qaida in Iraqs bombing networks in Mosul, Baghdad and the Tigris River valley yesterday and today.
Coalition forces detained more than 20 suspected terrorists believed to be responsible for car-bomb attacks and weapons smuggling, and killed four others June 4 during an operation targeting a major al-Qaida in Iraq terrorist network along the Tigris River valley in the western portion of the Tamim province.
In separate June 4 operations, Iraqi soldiers uncovered several weapons caches in Baghdads Sadr City district. The caches contained rocket-propelled grenades, explosives designed to pierce armor, machine guns, AK-47 rifles, AK-47 magazines, various-sized rounds, mortar fuses, two ski masks and special groups propaganda.
Multinational Division Baghdad soldiers discovered a cache and detained five suspects in the Rashid district of southern Baghdad on June 3-4.
