What are Clarke's military credentials? Two tanks and some machine guns might have little value in a suprise night attack. I'd go with the Northern Alliance experience over his micro management. I read an article that described the scene and the entire Berger shutting down the kill OBL scene is effectively intact except for that.

I think it's shown, but very subtle. This movie seems to be from the FBI perspective, and the frustration they show is from the bureaucrats, who rely on the CIA.
