As bad as it has become for the poor evacuees --- there is no stampede, panic, riot or mass pandemonium, as we would see under similar circumstance is much of the rest of the world......

I heard early reports indicate 20 died out of the 45 people on board.

Could be, or it might be that when a fire occurs in an oxygen rich environment, it burns so violently that it seems like an explosion. Or maybe there were more than one oxygen container on board and when the heat hit them after the fire started, they ruptured.

A fire that started from the gasoline containers could easily have generated enough heat to cause a catastrophic failure in any oxygen cylinder that was on the bus.
