Some people have trusted their lives to the government. Why wouldn't they leave it to them in a crisis, too?
A transistor radio, flashlights and plenty of batteries is essential. On one of the talking head shows, it was said that because of power outages, if you did not have a radio you could not have been aware of the levee failures until your house became inundated. The water rose so fast, there was little time to make a logical plan of escape.

Identify in advance an adequate storage location at minimum safe distance. - Learn alternate evacuation routes and utilize them early to avoid dangerous conditions, congestion and denied access to certain highways. - Maintain and inspect vehicles regularly to ensure safe and reliable operation. - Equip vehicles with serviceable emergency items such as spare tires, jacks, lug wrenches, lighting, flares, tie- downs, extra fuel, necessary tools, etc. - Remember! Property considerations are secondar to the health and safety of human lives.

They've known for several years that the hurricane cycle was on a dangerous upswing.

Dang, 8 hours to BR from NO? Those were some heavily filled roads. Normal drive time is something around an hour or so.
I can't believe in a city where half its residents don't have cars that the mayor FAILED to provide any means for these people to leave.
