A friend said to me on that horrific day he though OBL was trying to spark another world war by getting the US to lash out blindly in a rage that would anger the rest of the world. GWB made the right move by having patience, remaining calm, thinking clearly, and being the great leader that he is. IIRC, it took about 4 weeks before US bombs started raining on Afghanistan.
OBL vastly underestimated America, GWB, and how we'd respond. There were reports that follow-on attacks against LA and other places were thwarted due to the intensity of our action in Afghanistan.
This has already been verified to have happened, probably via a combo of N. Korea, Iran and Pakistan. They certainly don't lack the funding to buy the expertise needed.

Maybe, but we know they plan for ultra long range operations. AQ and OBL started the planning for 911 in 1998. They probably had a series of follow-on attacks scheduled (we know they scaled back the hijackings themselves) but that was derailed by the grounding of all aircraft following the WTC/Pentagon strikes.

They are also decentralized now, to a certain degree. This has to be reactionary to the fluid nature of his situation and our responses. I'll bet they are sticking to a master plan (roughly anyway) and still seek "targets of opportunity" like the Spain elections. As soon as that paid off for them, I'll bet the ops on our soil were speeded up to try it again.
