Firstly:
Marriage to a young girl before she reaches puberty is permissible according to shareeah, and it was narrated that there was scholarly consensus on this point.
1 Allaah says (interpretation of the meaning):
And those of your women as have passed the age of monthly courses, for them the Iddah (prescribed period), if you have doubt (about their periods), is three months; and for those who have no courses [(i.e. they are still immature) their Iddah (prescribed period) is three months likewise
[al-Talaaq 65:4]
In this verse we see that Allaah states that for those who do not menstruate because they are young and have not yet reached the age of puberty the iddah in the case of divorce is three months. This clearly indicates that it is permissible for a young girl who has not started her periods to marry.

"I am not waving goodbye," Mohammed's image says. "I am waving to tell you to follow in my footsteps."
In the background a nationalist song is playing. The lyrics state, "How pleasant is the smell of martyrs and the land, a land enriched by the blood pouring out of a fresh body." Young children in the commercial put down their toys and pick up stones. The message is clear.

beginning of May brought this commercial to the attention of the international media. PMW presented NBC News with the dates and times of all the broadcasts and other information that verified the integrity of the research conducted.

The problem arises when one lets the letter of the law replace the spirit of it. At their best, legalities should be mere formalizations of what most people already know to be the proper way to behave.
