Every day, SEPTA employees see criminal acts, fare evasion, people experiencing mental illness, homelessness, or drug addiction. The union I lead, Transport Workers Union Local 234, which represents 5,000 SEPTA workers, has been sounding the alarm that unless conditions improve, the very survival of the public transit system is at stake.
In response, we have been asked by image-conscious SEPTA managers and other public officials to tone things down and not draw too much attention to the transit agency’s challenges.

I believe the ultimate goal of the Democrats refusing to prosecute criminals is when things get completely out of control, declare a national emergency and invite the military, not ours, but the UN to take over and restore law and order. And we’ll let you know when or if there will be another national election.

Its not really about crime, imho. Bingo!
It is almost certainly about inducing chaos that will necessarily justify an increase in government control over our public lives, a coup by indirect means.
Covid was such a learning event. Much of our government's response in that event was both inadequate and unnecessary.

Since the National Guard has no power to arrest people (for the time being) what will be their purpose? I challenged a member of the Guard on that point some time ago who was directing traffic to a route I did not want to take - his response was that many of "us" are sworn deputy Sheriffs.
