Perhaps, but my take is that it starts with allowing women to have real careers, as once that is done, MANY WOMEN decide on career paths, rather than mommy paths, and thus delay, minimize, or not even have children.
So I see two options at this point: Either go back to the 1950s socially, or make being a mommy a profitable career (in other words, huge tax credits for kids). Most Western countries are doing nothing, although Hungary is doing the ‘profitable career’ option and having some success with it.
When Japan becomes serious about population growth, they will become more open to living near other Asians who are not Japanese. Old ways die hard. If they don’t trust the Chinese then how about the Phillipinos or South Koreans? Open your mind along with your country.

That’s not just a prediction. It is already baked into world demographics. In most of the world, a population crash cannot be avoided.

I’ve visited Japan to see relatives. Well, Tokyo only.
What struck me was the lack of infrastructure for children. Few playgrounds, and what are there are pathetically equipped.
It is child hostile. Plus neighbours complain about children noises. My relative, married to a Japanese, told me about this.
No wonder Japanese people don’t want kids
The Japanese hate Koreans and Philipinos. They had a race study saying that Pakistanis are the closest to them and imported in droves. It didn’t make Japan better.

There’s a third path. Part time work for women with small children. I worked two 10 hour days for 10 years while my 4 kids were little. Best of both worlds really.

You are confusing Cause and Effect.
By and large, women simply weren't able to choose "real careers" until the advent of oral contraceptives.
It was the advent of oral contraceptives that enabled women to choose "real careers."
"Real careers" are merely the symptom.
