Perhaps, but my take is that it starts with allowing women to have real careers, as once that is done, MANY WOMEN decide on career paths, rather than mommy paths, and thus delay, minimize, or not even have children.

So I see two options at this point: Either go back to the 1950s socially, or make being a mommy a profitable career (in other words, huge tax credits for kids). Most Western countries are doing nothing, although Hungary is doing the ‘profitable career’ option and having some success with it.

The causes of Japan’s population decline are actually not related to contraceptives but culture. They’ve got some really screwed up cultural issues; it isn’t that they’re not having kids, it’s that they’re not having *sex*. At all.
