If he was a public official using government resources, then, yes. IRS people who look up celebrities’ tax records can get into trouble. (Looking up Trump’s records, however, not so much.)
But using CNN’s resources to find out something about your brother’s enemies is more or less like you using your PC at your private employer to do your taxes. Not a big deal but can get you fired. I’d guess the real reason he was fired, however, is because his brother is on the political out’s and associating with someone associated with political poison, is itself, political poison. CNN is cutting ties in the same way the local school board would fire a teacher caught having sex with a student, assuming that became public knowledge. If it was kept private, however, they’d just circulate the student’s phone number amongst the “insiders.”
NEW YORK (AP) — CNN said Tuesday it was suspending anchor Chris Cuomo indefinitely after details emerged about how he helped his brother, former New York Gov. Andrew Cuomo, as he faced charges of sexual harassment.
The network said that documents released by New York’s attorney general Monday indicated a greater level in his brother’s efforts than the network previously knew.
“As a result, we have suspended Chris indefinitely, pending further evaluation,” the network said.
Why? (Do I need a /sarc?)
If the story had not broken in the UK yesterday, do you think that CNN would have suspended him or covered it over like a cat covering day old poo in the litter box?
Oh no! Their ratings are going to plummet.

The real question is why did it take so long? How many media covered for him?

Who are they kidding? CNN more than likely knew about his activities when he was doing it. He’s too much of a braggart, to have kept silent about it to coworkers. CNN showing phony surprise at it all. What a crock.

This info has been out there for months. But The Atlantic and Rolling Stone suddenly turned on him when explicit emails were leaked yesterday. Guess they ran out of excuses to overlook his unethical actions.
