The problem is that Biden is not very intelligent.
He got in trouble at Syracuse for plagiarizing. He had to do it. He was not a competent law student.
He got in trouble campaigning for the same reason. He felt obliged to steal from Neal Kinnock.
His poor performance with the grieving families at Dover is part and parcel of the the same problem.
He lacks emotional intelligence.
