I highly doubt that Senator McConnell will get this done before or even after the election.
If McConnell gets another SC Justice through the Senate before the 2020 Presidential election or next term, then he will earn a lot of respect and votes.

How you know it’s B.S. is the time of day it’s released. On a Friday after 5pm EST.
They are just officially announcing it now because there is no way a Supreme Court Justice will be confirmed by the U.S. Senate before the next U.S. Presidential election.
This is to motivate the Democrats just like it motivated the Republicans in 2016 after the death of Scalia.
The biggest mistake the Republicans can make now is being over confident of a win like the Democrats were with Hillary in 2016.

If the President tries to ram through a replacement with only six weeks to go to the election, I think it would backfire bigly on him with the American public. Better to wait till he is reelected. This will motivate both sides to get out the vote.
As far as McConnell and Graham are concerned, it seems to me that they have done a good job these last four years on the Supreme Court and the federal judiciary, getting nominations approved.

Justice Ginsburg played the piano and Justice Scalia had a wonderful singing voice. The had similar musical tastes, so they would show up at parties and Scalia would sing while Ginsburg accompanied him on the piano.

The funny part is that, though she supported the result of Roe v. Wade, she conceded that it was improperly decided. She thought there was another, more constitutionally sound path to the same result, but conceded that there really weren't "penumbras and emanations."
