Why would employed families making $150K+ need any additional cash, given the crisis and more dire situations elsewhere—let alone up to or over an additional $100K per year?
If needed to keep up with inflation, that leaves the lower-end folks, as always, still more exposed.
However I’d venture to say in SF that buys a loaf of bread.

$24,000 per year is a huge windfall when you couple it with an indefinite suspension of foreclosure actions and evictions.

It’s a political ploy. The Republican Senate votes it down or Trump vetoes it and the Democrats have an issue going in to the election. Trump denies help to the poor and middle class!
