What will I do with $1200 when it arrives?
I could put it into my money market savings to offset a tiny fraction of the money I've lost in the stock market ...
OR ....
I can use it to help friends who are hurting right now. Some of which are struggling right now having lost their jobs in all this, others of which are self-employed, won't get a check and could use the money more than I can.
As for me, I'm investing in my friends and helping them out. I don't need the $$$ and they do. It's a slam-dunk decision for me.

Does SS and 401K income count toward the 75K limit? Honestly, someone with a fixed income stream (SS, pension) who will not be losing any money during the shutdown period should not be receiving a bailout check. My wife and I was examples of this (one taking SS, the other with a modest pension).
For retirees, I would rather they scale back the RMD amounts. They probably can't waive them entirely for 2020, although they may, but they could reduce the RMD amounts for 2020 by 50%. Something like that.
