The following bill, profiled January 6, 2020, in the Virginia House of Delegates makes indoor shooting ranges not owned by government illegal to own and operate.

A BILL to amend the Code of Virginia by adding in Article 3 of Chapter 12 of Title 18.2 a section numbered 18.2-511.2, relating to indoor shooting ranges; prohibited in buildings not owned or leased by the Commonwealth or federal government; exceptions; civil penalty.

---------- Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding in Article 3 of Chapter 12 of Title 18.2 a section numbered 18.2-511.2 as follows:
§ 18.2-511.2. Indoor shooting ranges; prohibited in private buildings; exceptions; penalty.
A. As used in this section, "indoor shooting range" means any fully enclosed or indoor area or facility designed for the use of rifles, shotguns, pistols, silhouettes, skeet, trap, or black powder or any other similar sport shooting.
B. It is unlawful to operate an indoor shooting range in any building not owned or leased by the Commonwealth or the federal government unless (i) fewer than 50 employees work in the building or (ii) (a) at least 90 percent of the users of the indoor shooting range are law-enforcement officers, as defined in § 9.1-101, or federal law-enforcement officers, (b) the indoor shooting range maintains a log of each user's name, phone number, address, and the law-enforcement agency where such user is employed, and (c) the indoor shooting range verifies each user's identity and address by requiring all users to present a government-issued photo-identification card.
C. Any person that violates the provisions of this section is subject to a civil penalty of not less than $1,000 nor more than $100,000 for the initial violation and $5,000 per day for each day of violation thereafter.
Also bill to ban open carry in a motor vehicle and on a boats.
Be it enacted by the General Assembly of Virginia:
1. That § 18.2-308 of the Code of Virginia is amended and reenacted and that the Code of Virginia is amended by adding in Article 4 of Chapter 7 of Title 18.2 a section numbered 18.2-287.5 as follows:
§ 18.2-287.5. Carrying or storing firearms in motor vehicles and vessels; exceptions; penalty.
A. Any person possessing or storing a firearm in a motor vehicle or vessel shall secure such firearm in a locked container, other than a glove box,
that is not within the dominion and control of or readily accessible for prompt and immediate use by any person within the motor vehicle.
B. The provisions of this section shall not apply to law-enforcement officers, licensed security guards, military personnel in the performance of their lawful duties, or any person having a valid concealed handgun permit.
C. Any person who violates this section is subject to a civil penalty not to exceed $2,500.

If you want firearms discharged indoor at state buildings...this is how you get that.
What possible justification do the fascists have for this? Has there been a rash of private indoor gun range killings that escaped the news? Why is this any of the state’s business? Even in California, indoor range businesses are plentiful, safe, and useful.

So no gun range in the basement of some building used for other business. Or no using the big manufacturing warehouse on the weekend.

I remember when rifle team was a varsity sport in high schools. Where did they compete ? Indoor range at schools !

I would guess not many either. So who is the target of this bill? Schools and universities that still have shooting sports?
The intent is not to actually shut down any ranges today. They just want the law on the books and precedent set, so they can eventually bring that number from 50 to 2.

Its too late. Rigged digital election machines, motor-voter ID, allowing current prisoners to vote, illegal aliens/ refugees continuing to pour-in. The only peaceful solution is a dissolution of the red counties from the blue counties. We haven't seen that since VA-WV. 1/20/2020 - MLKJr. Day in Richmond will be an interesting day.
