That does not sound like a letter Trump would send to a head of state.
Here is a WSJ reporter reporting the letter is real, and that it was handed out at a White House meeting with Trump and Congressional leaders.

At the end of the day, it is your decision whether you trust the different news sources and reporters that are writing they have confirmed the letter’s authenticity with the administration. I am a very skeptical reader as well, but I have not read any credible alternative theory that the letter is fake or was part of a fake news operation, and the news I have read about the letter’s authenticity has been unanimous, whether from right or left sources.
Forgot to include this, I also read OANN, they have also reported on the letter:
