As of January 2017, only two states divvy up their electoral votes by Congressional district, but now members of the Minnesota House of Representatives have introduced a bill to make their state the third to do so. The basics of the change is this: instead of awarding all of a states electoral votes to the statewide winner, the electoral votes are awarded by the winner of each Congressional District. Say you win districts 3 and 5 in your state while losing overall. You still pick up two electoral votes, even if you had been crushed statewide. After the Congressional-level votes have been allotted, the two leftover electoral votes (each states electoral vote equals their total Congressional (X number in the House and 2 Senators) are awarded to the statewide winner.
The Speaker of the State House, Kurt Daudt, is a co-sponsor, and may soon find himself in the same position as Pennsylvanias former Senate Majority leader Dominic Pileggi, who attempted such a move back in late 2011 and again in 2013. Those actions preceding the 2012 cycle were met with outcry from the left and some on the right, the former calling it blatantly political and the latter shortsighted.

Are you kidding if they all did it the massive house lead we have now would be reflected in the EV. Cali and NY Repub districts would finally be able to contribute where they want their votes to go. Basically the dem votes would only come from the cities.
I actually think this is a good idea. It gives candidates an incentive to campaign even in states where they are expected to lose badly.

Why not? Maine’s Second Congressional district, 80% of the state, went for Trump.
This is in DIRECT reaction to the fact that Trump came within a hair of taking MN. Only Minny early voting saved MN for Cankles.

“Not coincidentally, such a system would have awarded the presidency to Romney, who won 226 House districts against Obamas 209 (Romney also won 28 states to Obamas 22, which under the system Republicans are pushing, would have given statewide winners two bonus EVs).
As it happens, the EV-by-CD system would not have reversed the 2016 outcome, but would have, interestingly enough, reduced Trumps electoral vote total from 304 to 293. Thats a product of the unusual number of electoral votes Trump harvested from very close wins in very big states. Thats likely why GOP legislators in some of those same states have not revived the idea so far this year.”
Please, no more states than NE & ME splitting EV this way. My opinion.
you are aware that PA, at least, would be perpetually red under this scenario...
Look at the EVs Trump would have lost in Mid West states he won . Splitting would make campaigning for the EC more complicated.
Meanwhile there is a 270 plan, that a few states plan to give all their EVS to winner of the popular vote once the total of their EVS reach 270.

The states are certainly free to do so, but it just makes them less important in the election. It may be worth campaigning for Minnesota’s 10 electoral votes. It is not worth campaigning for 1 or 2 electoral votes per Congressional district.
On the other hand, I am all in favor of reliably Democrat states doing so. Rather than all of their electoral votes going to the Democrat, at least some will go to the Republican.
