A shooting on Bourbon, at St. Louis Street, in the French Quarter about 12:30 a.m. injured seven people and killed a 25-year-old man. All of the victims were caught in the crossfire when two people began to shoot at each other in a crowd of costumed revelers celebrating Halloween, police said.

Tourists beware, the French Quarter is a Hunting Ground! The 'perception of crime' is racking up real,bleeding victims daily. The only hope for the Vieux Carre is to wall it off and charge admission, because it is surrounded by a crime-infested, deteroriating, thug-run city that will not stop luring victims. Anyone thinking of coming here- stay OUT of the city at night, period. Venture into the French Quarter/Downtown area only in daylight,with others, and preferably armed. The predators are waiting-and they're winning!

It’s not “racist”, it is, as you said, a problem of culture.
If it were a genetic problem then it would be a “race” issue.
But, there are enough counter examples to show that it’s not a genetic issue.
You, like me, are a “culturist”, and I defy any leftist to argue that all cultures are morally equal, that some cultures are not superior to others.
I remember vividly a Mardi Gras in New Orleans in 1959 when a friend on mine in the Army went out to celebrate. He never came back, was murdered that night.
Since then I have thought that anyone going out on streets of New Orleans for any type of celebration is taking one helluva risk.

You know, that has been my theory- as a native- all of my life. I think the genetic memory of the Barbary Coast piracy mentality is the basic problem with New Orleans. The morals of the majority of civilization not only do not apply here, culturally, the criminal mentality is excused and even celebrated!
This was, as I understand, the regular ‘two thugs with a grudge see each other and start shooting’ thing. They’re always ready to dispense ‘street justice’ anywhere and any time. Bystanders simply don’t matter.
What is more criminal, in my mind, is that the local media insists you are safe if you’re not involved in crime yourself, AND that the ‘perception’ of crime is the real problem!
Ah well- it’s N.O.- if it’s not football it’s forgotten as soon as it happens. Just wanted Freepers to know in case it got purged from the news.
I like to spend time in New Orleans, but I seldom go to Bourbon Street.

100% total agreement. It's not genetic, it's not a racial issue. My favorite RNC candidate is Herman Cain, who exhibits none of the cultural traits I have detailed.
It is a cultural issue, one that has several strong and attractive traits going for it. It requires little or no effort, sets low expectations and practically garrantees success (by low standards) to all members. Any perceived failures or shortcomings are excused by playing the 'victim' card. So, naturally, the culture prospers; it has for centuries.

I’m a native born and raised in the French Quarter and I wouldn’t go into the Vieux Carre at night if you gave me a million dollars.
Everywhere at night is dangerous, yes, even Uptown/Riverbend and those fabulous restaurants. The predators go where the victims with money are.
I haven’t been into Orleans Parish since 2005 except passing through on the Interstate. No reason to go, not a danger junkie. Nothing there is worth risking my life.
And yes, the predators cross parish lines, but in Orleans they have the distinct advantage.
I have a close relative working in New Orleans EMS. He tells me things the public never hears; graphic and horrifying! It sounds more like Escape From New York than the place I grew up in.
And just now- on the radio- the Police Chief saying “Enough is Enough!” Laughable! Half of the police department has criminal connections!
Even so, the city is still a hell hole and I would never invest/spend my valuable vacation time there.
Unfortunately, the Philadelphia subway shootout yesterday didn’t yield any deaths. I guess they won’t be in the mix this year.
