While my fireplace blazed on a spare the air day, I knocked over a container of milk while attempting to change mercury filled light bulb. Both the city I live in and the county have now been declared a disaster area.

Next - Livestock must be equipped with poop collection devices and exhaled CO2 collection devices. Each farm must have complete EPA approved facilities for processing the hazardous waste.
The EPA does not need to be replaced, it needs to be completely destroyed. Devolve the power to the states. If an individual state wants wacko regs that are beyond all logic, let them. And let their economy die. No bailouts. Just let the particular state remain a dump until they wake up.

So, heres what dairy farmers, as well as any places that make cheese, butter, yogurt, ice cream and the like will need to do. Shouldn't there first be a determination of whether the dairy farmer is engaged in interstate commerce...???

The EPA is just consolidating and expanding their fiefdom of extra-legal overreach. Any person with sense would conclude that a large spill of milk in the environment would be consumed by bacteria and rendered entirely benign faster than you can don a Nomex jumpsuit and grab your clipboard.
