DNA of 12,000 felons missing from databank in Wisconsin

At least 12,000 Wisconsin felons may not have their DNA in a state databank because of failures in the system, Attorney General J.B. Van Hollen said Wednesday.

The statement says that DNA samples for "at least" 12,000 other people fall into the same category, meaning that their DNA should be in the system but is not.

The Department of Justice has issued this memo on the investigation.......

This is so beyond incompetence, I cannot even believe it. We live in tax hell here in Wisconsin, and the government here is not even doing their job. I cannot wait until the results of the audit come in. It will be interesting to find out why this happened.

The link to the pdf/file memo is interesting as well.

The third to the last paragraph reads:

“In its simplest terms, this is a case where a DNA sample was collected from one inmate who claimed to be a different inmate. The resulting DNA profile showed the sample had come from an inmate other than the inmate who was required to provide the sample. Although in September of 2001, there were no protocols or formal procedures in place for addressing such a set of facts, 20-20 hindsight would suggest that Data Bank, Lab, or DOl personnel should have notified the Department of Corrections that the DNA sample collected and purporting to be that of Walter Ellis had actually come from someone else and a sample was still needed from Ellis.”

The last paragraph contains:

“An initial audit suggests that there could be at least 12,000 convicted felons who are required to submit samples from whom DNA samples have not been collected. The initial audit suggests that just over 70% of those felons were or may still be under the control or supervision of the Department of Corrections.”

I think it’s past backup. They apparently lacked controls on who gave what DNA when and to whom.

DNA missing...It's not like the DNA isn't connected to someone...They make it sound like 12,000 felons will never get caught again. How many of them are currently in prison.

And we do still have a backup...it's called fingerprints.

Just a thought but was Barney Frank in Wisconsin? He’s been known to smuggle DNA occasionally.

This makes me want to SCREAM! WE live in one of the highest-taxed states and there is one story of total incompetence and waste of taxpayers resources after another. And nobody ever loses a job or goes to jail.

The Combined DNA Index System (CODIS) is a DNA database funded by the United States Federal Bureau of Investigation (FBI). It is a computer system that stores DNA profiles created by federal, state, and local crime laboratories in the United States, with the ability to search the database to assist in the identification of suspects in crimes.

All they need to do is download the FBI CODIS. They can possibly recover the vast majority of the lost files. CODIS was developed for this type of contingency.
