The third to the last paragraph reads:
“In its simplest terms, this is a case where a DNA sample was collected from one inmate who claimed to be a different inmate. The resulting DNA profile showed the sample had come from an inmate other than the inmate who was required to provide the sample. Although in September of 2001, there were no protocols or formal procedures in place for addressing such a set of facts, 20-20 hindsight would suggest that Data Bank, Lab, or DOl personnel should have notified the Department of Corrections that the DNA sample collected and purporting to be that of Walter Ellis had actually come from someone else and a sample was still needed from Ellis.”
The last paragraph contains:
“An initial audit suggests that there could be at least 12,000 convicted felons who are required to submit samples from whom DNA samples have not been collected. The initial audit suggests that just over 70% of those felons were or may still be under the control or supervision of the Department of Corrections.”

This makes me want to SCREAM! WE live in one of the highest-taxed states and there is one story of total incompetence and waste of taxpayers resources after another. And nobody ever loses a job or goes to jail.
